The first significant transformation in Iranian religious thought occurred with the entry of Islam into Iran. Subsequently, the rise of the Safavid dynasty for the second time completely reshaped the Islamic framework of Iranian society. This change laid the groundwork for establishing a model of the integration of religion and state in Iran. During the Safavid period, the Shah and the government were officially brought under the dominance of Shia Islam. This experience was novel both for the Safavid state and for the Shia religion, as neither the history of Iranian governments had previously formally recognized a religion, nor was Shia Islam previously established as the official religion of a state or nation. This research employs a descriptive-analytical method to discuss and examine these issues. In this context, we aim to answer several fundamental questions: What were the causes and factors that led to the formal recognition of Shia Islam during the Safavid era? Was the existence of a parallel power to the monarchs considered a threat? How did the official recognition of Shia Islam influence the distribution of power among religious scholars? What motivated Shia scholars to pursue political authority? And ultimately, what impact did this first experience of integrating religion and state have on the theory of government?
