A Critical Analysis of the Cultural Rights of Blind Consumers in Trade: From Information Transparency to Legal Protection

Abstract
The principle of universal access to commercial information and services constitutes a fundamental pillar of legal systems founded on justice and equality. Nevertheless, blind consumers, as a specific group, encounter numerous structural, technical, and legislative obstacles in the course of exercising their rights. This article aims to explore the legal status of blind consumers in the commercial sphere and to provide a comprehensive explanation of the dimensions of informational deprivation and the challenges impeding their access. Adopting a critical-analytical approach, this study conducts an in-depth analysis of international instruments, including the Convention on the Rights of Persons with Disabilities and the Marrakesh Treaty, as well as a reexamination of documented field experiences. The findings indicate that deficiencies within the intellectual property (copyright) regime, the lack of binding legal commitment to universal digital accessibility standards, weaknesses in commercial information dissemination, and the absence of efficient and effective support mechanisms constitute fundamental obstacles to the realization of the rights of this category of consumers. Concluding with a systematic framework of legislative, executive, and technological solutions, the article emphasizes the necessity of a fundamental reform of consumer rights structures centered on the principles of equality, informational transparency, and the elimination of all unjust discrimination.
