One of the fundamental challenges in legal systems is achieving a balance between public rights and citizenship rights. Public rights, which aim to ensure public interests, security, and social order, may sometimes conflict with citizenship rights that emphasize individual freedoms and human dignity. These conflicts are particularly evident in cases such as security restrictions, government surveillance of cyberspace, and social policy measures. This research adopts an analytical approach to examine the theoretical foundations and examples of conflict and convergence between these two categories of rights. Data were gathered from credible legal sources, and analyses were conducted based on theoretical frameworks and comparative studies. The findings indicate that in areas such as public health and social justice, synergy between public rights and citizenship rights is achievable. Ultimately, solutions such as drafting clear legislation, effective judicial oversight, and establishing a balance between security and freedom are proposed. This study can assist policymakers and legislators in creating a sustainable equilibrium between individual and public right.
