Abstract
The shared responsibility of the ruler and the people in promoting religious culture, within the framework of enjoining good and forbidding wrong, is a fundamental issue in Islamic jurisprudence. This research, using an analytical-descriptive method, aims to examine the Quranic and jurisprudential foundations of this shared responsibility, analyzing the dual role of the Islamic government and the people in expanding and strengthening religious values. The main objective of this study is to elucidate the shared duty of enjoining good and forbidding wrong between the ruler and the people and to explore the interaction and synergy between these two in the execution of this obligation. In Islamic law, these two duties are simultaneously incumbent upon both the ruler and the people, highlighting the inseparable connection between the people and the ruler in this significant matter. The findings indicate that the Quranic and jurisprudential foundations of this important obligation deem it mandatory for both groups simultaneously and address both with a single call. Therefore, the Islamic government is obligated to create the necessary conditions for the implementation of enjoining good and forbidding wrong through legislation, social oversight, and support for religious activities. The people also have a duty to fulfill this obligation alongside the Islamic government as a religious and social responsibility. The innovation of this research lies in its new perspective on the manner of legislation, which reflects the necessity of this duty for both the people and the ruler. Success in executing this obligation requires the coordination of the government’s cultural policymaking and the active participation of the people to effectively realize religious values in society.
